Key Considerations for Detached ADU Construction
While detached ADUs offer unique benefits, they do require careful planning for utilities, zoning compliance, and site-specific challenges.
2026 Utah detached ADU law update (SB 284)
Utah SB 284 created Utah Code §10-21-304, effective October 1, 2026. In a "specified municipality," cities must allow one detached ADU on lots or parcels of 11,000 square feet or larger where a single-family home is allowed, and cities may allow detached ADUs on smaller lots. Cities may still regulate size, height, setbacks, lot coverage, design compatibility, utility capacity, owner-occupancy, front-yard placement, short-term rental use under 90 days, and whether more than one ADU is allowed. Local permits and building, fire, utility, and health-code review still apply.
Utility Connections & Trenching
Detached units require utility lines to be run from the main house, involving trenching and additional costs.
- Electrical service panel and trenching costs vary
- Water and sewer connections costs vary
- Natural gas line costs vary by distance
Foundation Types & Site Access
Foundation requirements depend on soil conditions, frost line, and local building codes.
- Concrete slab foundations: Common foundation option
- Crawl space: Better for sloped lots and utilities
- Equipment access through gates or side yards
Setback Requirements & Zoning
Each Utah city has specific setback requirements that determine where your detached ADU can be placed.
- Salt Lake City: Specific side/rear setback requirements
- Provo: City-specific setback requirements
- Height limits: Vary by city zoning requirements
Separate Meter Considerations
Various jurisdictions may require or allow separate utility meters for detached ADUs for billing purposes.
- Separate electrical meters: Costs vary by utility
- Gas meter separation: Costs vary by utility
- Benefits: Easier tenant billing and utility tracking
