What "prefab ADU" actually means in Utah (and why it changes everything)
"Prefab" isn't one thing. It's a marketing umbrella covering several different products that Utah treats very differently — and the differences decide what your city will allow, how you finance it, and how it appraises when you sell.

A DFCM decal is a certification created by Utah's Division of Facilities Construction & Management (DFCM) and issued — physically affixed — by a DFCM-approved third-party inspection agency, showing that a modular unit was built to meet or exceed the applicable building code, the same code a site-built home follows. Only DFCM-approved agencies may issue those certification decals.
One footnote for the tiny-home crowd: Utah has adopted building-code standards for tiny houses of 400 square feet or less. But "tiny home" alone doesn't tell you the legal category — a tiny house can be site-built, modular, or manufactured depending on how it's made and delivered, and local rules still decide whether it's allowed as an ADU. Prefab often looks cheaper because the unit price is easy to see. But the real comparison is total installed cost — everything it takes to make a legal, livable ADU on your specific lot. Once you add foundation, utility connections, site prep, delivery, crane, permits, and finishes, modular and stick-built totals frequently converge, and for larger units stick-built is often price-competitive.

Basement and garage conversions are usually cheaper because the shell already exists. These are planning estimates, not quotes, and reflect all-in cost — not a bare unit/shell price.
The mistake that wrecks quote comparisons
The number-one error is comparing a prefab base price to a stick-built all-in estimate. An advertised modular unit might be listed well below a full stick-built project — but that figure often excludes utilities, foundation, and site work, which are exactly the costs that move the total. You're not comparing apples to apples until both quotes cover the same finished scope.

Which is faster in Utah: prefab or stick-built?
Prefab can shorten the construction phase because the unit is built in a factory while your site is prepped — but it does not remove permits, site review, utility work, foundation work, or inspections, and factory queues plus Utah delivery scheduling can erase the head start. Stick-built usually takes longer on-site, but it can adapt to unusual conditions without waiting on a delivery-and-set window.
Where prefab genuinely saves time:
- Factory fabrication can run at the same time as your foundation and utility work.
- The on-site set can take days rather than months.
- A standard plan can cut design iteration.
Where prefab does not save time:
- Prefab doesn't shorten your city's review — you still go through permitting either way, and a modular unit adds a separate factory/DFCM review layer on top of local review.
- Even a pre-approved plan still requires a site review before a permit is issued (Salt Lake City says this explicitly for its standard plans).
- Foundation, utility hookups, and final inspections still have to happen on your lot.

Will it physically fit your lot? The crane-and-slope test
This is where many Utah prefab plans quietly fall apart. A volumetric modular unit (one that arrives as finished boxes) typically has to be delivered on a flatbed truck and lifted into place by a large crane. Narrow streets, older Wasatch Front neighborhoods, deep or steep lots, mature trees, and overhead power lines can make a crane set impossible — and on those properties, stick-built is often the only realistic option because materials can be carried in through a standard gate. (Panelized or kit systems fall in between: they arrive as flat components and can sometimes be carried in, though they're assembled more like a site-built project.)
Run this quick check before you fall in love with a model:
- Can a flatbed semi reach the street or driveway near the build spot?
- Is there a clear, firm staging area for a crane to set up?
- Are there overhead power lines or tree canopy over the lift path?
- Is the side-yard width and setback enough for the module and the set?
- Is the backyard flat enough for a standard foundation, or is it sloped?
- Will the model's dimensions fit your height limit and lot-coverage rules?
Will your Utah city allow it — and does the type matter?
Yes, the type matters, and yes, the city matters. Utah state law makes internal ADUs a permitted use in most residential areas, and a 2026 law is expanding detached ADUs — but local governments still control setbacks, parking, design, size, owner-occupancy, and whether a factory-built unit qualifies at all. A prefab unit is not automatically approved just because it's prefabricated.
Two state laws set the backdrop:
- The internal-ADU statute (Utah Code §10-21-303 for cities, §17-80-303 for counties) makes an internal ADU a permitted use in any area zoned primarily for residential use, subject to certain local restrictions. Cities may require added parking, prohibit short-term rental, and set design conditions. "Permitted use" does not mean "allowed on every lot with no conditions."
- Senate Bill 284 (2026) expands detached ADUs. It directs cities with a population of 5,000 or more to allow detached ADUs on lots of at least 11,000 square feet in a zone that permits single-family homes. A note on renting your ADU (and short-term rentals)
Don't assume you can list a new ADU on a nightly platform. Under state law, an internal ADU is tied to long-term rentals of 30 consecutive days or longer, and cities are allowed to prohibit short-term rental of internal units. How prefab and stick-built ADUs get permitted and inspected in Utah
Prefab does not mean permit-free. A modular unit gets factory-level review and a state decal, but your site, foundation, utilities, placement, and final occupancy are still reviewed by your local building department. A stick-built ADU is inspected on-site at each stage. Both paths end at the same door: local approval.
Modular approval is not city approval. Utah's DFCM Modular Building Program handles state-level plan review, in-factory inspections, and the certification decal for modular units, and manufacturers must be approved before shipping units into Utah. But under Utah Code §15A-1-304, your local regulator keeps authority over onsite construction-document review, permits, inspections, installation verification, decal verification, and applicable local requirements — zoning, foundation, utility connections, placement, and final sign-off. State modular approval does not replace any of that.
Pre-approved plans still need a site review. Salt Lake City states plainly that its pre-approved standard plans still require a site review before a permit is issued, and that using them doesn't waive building codes, land-use regulations, fees, or the city's ability to require corrections.
Check licensing before work starts. Before construction begins, verify the contractor's license type and the local permit requirements through Utah's Division of Professional Licensing (DOPL). Note that installing a factory-built (modular) unit carries its own Utah licensing considerations — the state licenses factory-built-housing installation separately — so don't assume every "installer" holds the right credential.
Financing, appraisal, and resale: where the methods really split
For lending and resale, the line that matters most isn't "prefab vs. stick-built" — it's modular vs. manufactured. But treat what follows as questions to raise early, not guarantees: how a structure finances and appraises depends on the lender, the loan program, the appraiser, the property, and your documentation, and no outcome is guaranteed.
A modular ADU (built to the state code, carrying a DFCM decal, on a permanent foundation) is often treated much like a site-built home. Ask your lender and appraiser how they'll classify it before you rely on it.
A manufactured (HUD-code) unit can face financing and appraisal limits, and may not be allowed as an ADU in your city at all. Confirm both the lending treatment and the local eligibility.
Any prefab creates a cash-flow wrinkle: factory manufacturers often want a large deposit up front, while construction lenders typically release money for completed on-site work.
